Southerly Maximum Achievable Control Technical (MACT) Improvements

The District owns and operates three wastewater treatment plants in the Cleveland metropolitan area: Easterly, Southerly and Westerly. The bio-solids generated at the three facilities are incinerated. The bio-solids from Easterly (EWWTP) and Southerly (SWWTC) are incinerated at Southerly in fluidized bed incinerators (FBIs). Each of the three FBIs is a hot wind box design, with the capability of endogenously incinerating 100 dry tons per day of de-watered solids. The air pollution control equipment for the FBIs consists of a wet venturi/tray scrubber. The current USEPA rule mandates stringent emission control limits, particularly for mercury, on sewage sludge incinerators. In response to this rule, the District evaluated solutions for mercury emission control.

This project involved the design of project elements and a performance guarantee that the emission control equipment designed under this contract will meet Maximum Achievable Control Technology (MACT) standards. Additionally, several enhancements and modifications to the Renewable Energy Facility (REF) were included with this project. METCO provided complete M/E/P and I&C engineering services involving:

REF Enhancements / Modifications:

  • Replaced gas monitors at sludge storage tanks
  • Odor control
  • Remedies for the interior processor air ventilators overheating
  • Evaluated current ventilation system to reduce natural gas usage
  • Wiring and configuration of additional pressure gages
  • Modified sink drains
  • Non-potable water (NPW) seal water system
  • Portable water hose bib connections
  • Variable Frequency Drives (VFDs) for motors
  • Lighting improvements
  • Electrical power supplied to control panels
  • New HMI and electricity for the satellite office

MACT Compliance and Operations:

  • Instrumentation design for mercury removal vessel
  • Electrical Power design for new process and monitoring equipment
  • Lighting design.
