Sanitary Sewer Overflow Elimination Program City of Warren

To comply with NPDEs permit mandate of ‘ZERO sanitary sewer overflow discharges, bypassing the Wastewater Treatment Plant, City of Warren retained the services of METCO to study their sewer collection system capacity and develop flow control solutions.

In conjunction with the permit requirements, City of Warren also stipulated that the flow control solutions should address their current basement flooding problems within the eastern portion of the City during major rainfall events.

To meet the above objectives, METCO has developed a comprehensive Work Plan with specific implementation milestones as required by MDEQ. In developing the solutions, METCO has performed the following specific tasks:

  • Extensive flow monitoring
  • Hydraulic Modeling
  • Evaluation of several flow control measures
  • Recommendation of most cost-effective approach

METCO has identified the following improvements necessary to achieve the objectives and prepared the Project Plan for State Revolving Fund.

  • Relief Sewers to local and major tributaries to the East Trunk Sewer
  • Emergency Overflow Connection to Oakland-Macomb Interceptor

The detailed design of some of the critical elements is on-going and is estimated to be scheduled for construction in 2014.
